HOME STAR Energy Retrofit Act of 2010 is a recently recommended legislation that would give $6 billion dollars of incentives to the American folks in hopes of generating an estimated three million dollars in home adjustments, tens of thousands of jobs, and to strengthen the American economy.
HOME STAR is expected to generate jobs in existing industries simply by providing strong short term incentives for energy efficiency enhancements in residential homes or buildings. This initiative motivates direct consumer investment in energy efficient appliances, building mechanical systems and insulation, and home inspections targeted energy efficiency enhancements.
HOME STAR is predicted to quickly produce jobs in both construction and manufacturing, while saving the American folks money on their energy bills. HOME STAR would build on existing state programs and existing industry capacity for performing both retrofits along with quality assurance, making use of federal standards and incentives as a common platform to decrease program expenses and improve consumer knowledge.
HOME STAR, which is a two-year program, would serve to help Americans pay for cost effective home improvements including insulation, duct sealing and water heaters, in addition to rewards for the percentage of energy conserved in a whole-home retrofit.
On Thursday, April 15th the House Committee on Energy and Commerce approved the bipartisan HOME STAR Energy Retrofit Act of 2010 by a vote of 30-17 (HR 5019).
