Adelaide And The Responsible Service Of Alcohol Course

by James Knight

The Responsible Service of Alcohol (RSA) requirements in Adelaide and throughout South Australia significantly differ from those seen in other Australian states and territories. In everywhere but South Australia, all staff involved in the sale or service of alcohol require an RSA certificate. In South Australia, approved managers and supervisors are the only staff that need to undergo RSA training. This process is referred to in South Australia as applying to be come an Approved Responsible Person.

All supervisors and managers of a licensed venue in SA, at all times the venue is open to the public, must be Approved Responsible Persons. An Approved Responsible Person needs to personally supervise or manage the licensed venue whenever it's open to the public. This is a three step process for the South Australian supervisors and managers' employer, who must apply on the potential Approved Responsible Person's behalf.

The employer has to provide South Australia's Office of Liquor and Gambling Commissioner (OLGC) with a Personal information declaration form, which the OLGC uses to determine whether the individual is 'fit and proper'. This includes summary and traffic convictions, known associates and creditworthiness.

The OLGC also needs to be provided with the individual's Personal information, as it will appear on the Approved Responsible Person's ID badge, that must be worn at all times while supervising a licensed venue.

The OLGC also requires proof that the Responsible Person has undergone training, this is to highlight the potential Approved Responsible Person has the necessary knowledge and skill set to create a safe work environment. One way to highlight to OLGC that you have undertaken training is to provide your Statement of Attainment for successfully completing the nationally recognised Provide Responsible Service of Alcohol unit of competency. If the OLGC is not satisfied with evidence that the Responsible Person has undergone training it will mark your application as 'pending', until you have completed an RSA course, such as the one stated above, before a set time. The set time is usually three months after the initial application was lodged.

You're able to have several different employers apply on your behalf for you to act as their licensed venue's Approved Responsible Person, you're also able to act as the Approved Responsible Person at more than one venue at one time. Every employer that you work as supervisor or manager for though, must lodge a unique application before you're accredited to be his or her Approved Responsible Person.

Step three in the application process, complete RSA training, and the Provide Responsible Service of Alcohol unit of competency - the Statement of Attainment for which is in part, or wholly, in some Australian states and territories recognised as an RSA certificate.
