Australian RSA Certificate - The Responsible Service Of Alcohol Course

The Responsible Service of Alcohol (RSA) certificate is mandatory throughout Australia. In every state and territory, except for South Australia, it is a mandatory requirement for all staff involved in the sale or service of alcohol.

In South Australia it is mandatory for the Approved Responsible Person application process: the State's RSA requirement for supervisors and managers at licensed venues.

Every state and territory has its own liquor authority: • In Queensland it is the Office of Liquor Gaming and Racing (OLGR), • in New South Wales it is the Liquor and Gaming Control Authority (CLGCA), • in the Australian Capital Territory it is the Office of Regulatory Services (ORS), • in Victoria it is the Director of Liquor Licensing, • in Tasmania it is the Commissioner for Licensing, • in South Australia it is the Office of Liquor and Gambling Commissioner (OLGC), • in Western Australia it is the Department of Racing Gaming and Liquor (DRGL) and • in the Northern Territory it is the Licensing Regulation and Alcohol Strategy (LRAS).

Each authority has its own RSA requirements. I.e. South Australia's OLGC requires managers and supervisors to complete RSA training before, or while, applying to be a licensed venue's Approved Responsible Person.

Queensland's OLGR, New South Wales' CLGCA, ACT's ORS and Tasmania's Commissioner for Licensing require that all staff involved the service or sale of alcohol undergo RSA training via a Registered Training Organisation (RTO) that they have approved.

In these states and territory it is therefore imperative that your RTO has been accredited by OLGR, CLGCA, ORS on the Commissioner for Licensing, respectively. Without this accreditation from the relevant governing body the RTO is unable to provide an RSA certificate valid in that region. The authorities and the National Training Information Service (NTIS) both provide a list of RTOs accredited to deliver RSA training in a particular state or territory.

In Western Australia and the Northern Territory a Statement of Attainment for completing the unit of competency Provide Responsible Service of Alcohol (SITHFAB009A) is a recognised RSA certification. The Provide Responsible Service of Alcohol (SITHFAB009A) unit is what all RTOs deliver. The difference in WA and the NT is that the liquor authorities in these locations do not have to accredit the RTO to deliver the RSA training in WA or the NT. WA and the NT will accept a Statement of Attainment, no matter where it was obtained.

In Victoria the Director of Liquor Licensing will accept as an RSA certificate: a) the completion of the Director of Liquor Licensing approved RSA face-to-face course, provided through a Victorian accredited RTO, or b) a Statement of Attainment for Provide Responsible Service of Alcohol (SITHFAB009A) and the additional completion of the Director of Liquor Licensing's free, online refresher course.
