Responsible Service Of Alcohol Training And Certification

by James Knight

The Responsible Service of Alcohol (RSA) training and subsequent certificate have been mandatory in Queensland since January 1, 2009. All hospitality staff in Queensland, where their includes the sale or service of alcohol to patrons, consumers or customers are required to have an RSA certificate.

The RSA training deals with topics helpful to bar staff and people in related professions. The course details how to identify customers who should be refused service, how to responsibly prepare alcoholic drinks, how to responsibly serve alcoholic drinks, how to assist patrons to drink within appropriate limits and how to assist patrons who are adversely affected by their alcohol consumption.

You're able to complete your RSA training through an approved training organisation either online or in person. Online the RSA course can take up to three hours to complete, while in person it can take up to six hours to finish. The online course requires only that you have internet access, a reliable computer and access to a printer. The RSA certificates are valid for three years, after which you are required to re-do the RSA training. If you're new to the liquor or hospitality industries and find you suddenly need an RSA, Queensland requires that you obtain an RSA certificate within one month of your first date at work.

Queensland does recognise interstate Statement of Attainments, for completion of the national RSA course, but does require that you complete a Queensland-specific RSA bridging module. The bridging module can also be completed online or face-to-face.

Registered Training Organisations: A valid RSA certificate has to be current and supplied by a Registered Training Organisation (RTO). The RTO must have been approved by the state's liquor governing body, for the state the RSA is to be operational in. In Queensland that liquor governing body is the Office of Liquor Gaming and Racing (OLGR). OLGR needs to approve an RTO for that training body to be able to provide the RSA training relevant to Queensland's legislation. When deciding on an RTO it's important to find out that they're an OLGR approved trainer, while the RTO might be an approved trainer for another state - if they're not approved by OLGR the RSA they issue you with will not suffice in Queensland.

OLGR administers the RSA approved training courses, along with other related training courses. The OLGR approved training organisations issue the RSA certificates for an individual's successful completion of the course.

A governing body, like the OLGR, only approves an RTO once it has successfully completed a rigorous auditing and accreditation process, whilst adhering to strict quality training guidelines. After which the RTO is able to provide the necessary training and assessment as required by government and policing bodies.
