Tie-Breaker - A Weapon To Tackle Fiendish Sudoku Puzzles

A hard to solve Sudoku is the one which frays your nerves. But when you face a monster, the right weapon is the Tie-Breaker. The Tie-Breaker will make the most fiendish of Sudokus look as easy as pie. (And the wicked creatures will never again dare look you in the eye!)

How do you deal with a situation like this... where you have 2 or more cells with exactly the same possible values, with no further scope for reduction. In such cases, if we are unable to resolve otherwise, we break the impasse using the Tie-breaker Rule!
