Because people want to save money they will ignore the fact that they need to buy some equipment to maintain safety. To put it bluntly, cutting corners on safety isn't worth the risk. Accidents happen very quickly, in the bat of an eyelid. If you don't stick to the rules you may end up seriously injuring yourself, or even worse, killing yourself.
