HOW AFRICAN COUNTRIES CAN BENEFIT FROM AGOA

U.S. AFRICAN GROWTH & OPPORTUNITY ACT(AGOA)

Africans and Americans are in agreement that given the trade and development benefits of the African Growth & Opportunity Act (AGOA), the AGOA is the most outstanding effort of the the United States towards the development of greater trade relations with Africa in the tweinty first century.

But, irrespective of the above, majority of countries of sub-Saharan African (SSA) already designated to benefit from the AGOA, have not been able to produce and export as to actually benefit from the AGOA since 2000.

My search show that even the U.S. economy stand to lose the mutual trade benefits it should have gained from the AGOA if benefitiary countries of SSA, designated to benefit were to successfully implement the AGOA, ccordingly. Thus, the need for the U.S. Trade Representative (USTR), Departments of Commerce and State to take a critical look at the implementation strategies of the AGOA with the aim to facilitate its iplementation in different countries from 2005, onwards.

Also, I discovered from my search that the main impediment militating against the smooth implementation of the AGOA in countries of SSA, is the lack of understanding of the fact that there are different limitations obstructing the process of competitive export production and smooth international trade with the United States under the AGOA, amongst U.S. officials and officials of Governments of SSAs since 2000.

Thus, my recomendations to the U.S. in the main and to countries of SSA on the other hand, that it has become very important for each AGOA beneficiary country of SSA, to develop its Initiative For AGOA (for example: Nigeria Initiative For AGOA) as to qualify for U.S. Technical Assistance and Support under the AGOA. The said Initiative For AGOA of each country of SSA, will through research identify all its peculiiar country-specific limitations that obstruct tweinty-first century competitive export production and international trade with the U.S. under the AGOA, build matching strategies capable of assisting the private sector and public sector officials understand and overcome its country-specific peculiar limitations and produce National Implementation Plans for the most effective implementation of the AGOA, from 2005 onwards.

From the research already conducted on the AGOA so far, my team has a sound data base and vital information for the active development of Country-Specific Initiatives For AGOA that will assist each country of SSA implement the AGOA, to quarantee the actualizations of ite benefits to countries of SSA and the Uniterd States in the new millenium.
