Well WordPress CMS is catching up and slowly becoming the Worlds' most used CMS. This if is given within Customizer or options of the theme is better or if the footer is widgetized then they can just drag and drop a widget and type in the content but definitely the first part is more desirable as people also don't know initially how to use a widget.
