The Punjab, India has carved niche for itself in the world economy by transforming its traditional agriculture into modern farming systems unprecedented speed. It is one of the rarest success stories in the field of economic development. The Punjab is harbinger of green revolution in the country. Spurt in agricultural production could have triggered economic transformation wiping out the problem of wiping out the problem of unemployment. But natural the evolutionary process has been deliberately thwarted. The Punjab has been reduced to the position of supplier of raw food-grains only. Mechanization of agricultural operations also reduced the demand of goods produced by household industry because of the changed outlook of the farmers. The household industry has disintegrated rendering the rural artisans unemployed. Earlier the unemployed youth of Punjab used to seek employment in foreign countries but this safety valve has been rendered ineffective with the change in immigration policies of the surplus labour absorbing countries.

The state government blessed a scheme drawn up by the Punjab Small Industries and Export Corporation Ltd. Another safety valve for opportunities Govt jobs in Punjab was through the defence sector. But due to very peculiar policy of government of India, the capacity of this haven to absorb the shocks of unemployment had become very limited. A quota system for the Govt jobs in Punjab had been introduced as every state including, Punjab, had been assigned quota beyond which the inhabitants of that state are not welcome. Soldering is the time honoured profession in Punjab. The people of the Punjab, due to their good physique, aptitude and martial traditions have always been welcomed in the defence sector. But this new policy had slammed this door. In India there was no conscription. Indian defence force was and is a voluntary organization. Therefore, quota system is an anachronism. The recruitment to the defence services should be on the basis of physical and educational standard and mental aptitude. The demand for abolition of quota system was first articulated by Shiromani Akali Dal. But the policy of the quota system has worsened the unemployment situation quite substantially. Therefore the voice was again raised against this policy in 1992. The unemployment situation to some extent had deteriorated due to lack of long-term man power planning. There was no forethought to match the demand for new type of skills with supply. For instance textile and spinning mills were established but arrangements were not made in technical training institutes to impart training in the appropriate skills. In the ensuing situations 80%-85% of the labour force now employed in the spinning and textile mills in the Punjab is from outside the state. Similar is the case of Sugar Industry. Eventually, the quota in the defence services was removed, thereby giving an equal platform to all the Indian and an equal opportunity to serve the nation.
