The service conditions, emoluments, leave, pension, other perks and entitlements are regulated by the Pay Commission from time to time keeping in pace with changed economic environment. Currently there are three types of civil services jobs in government i.e. Group A, B and C in the descending hierarchical order with Group A topping the higher echelons of civil services. The earlier existing Group D has been merged with Group C and re-designated as Multi-tasking staff. The classification of the various groups and corresponding pay band along with various grade pays within the pay band is enumerated below. This classification is uniformly applicable to all the government jobs whether centre or state. The pay includes basic pay and grade pay and other allowances like Dearness Allowance flexible to compensate the inflationary trends in the economy house rent allowance etc. The dearness allowance is computed as a percent of basic pay and grade pay on the basis of the consumer price index, after taking inflation into the consideration. The house rent allowance is also computed as a percent of basic pay and grade pay. Depending on the location of posting of the employee, the percent varies from metro cities to non-metro cities. The travelling allowance is linked to the grade pay in a pay band and the various entitlements are decided accordingly. The total emoluments of the government employees comes to three times of the basic and grade pay. Apart from the salary there are certain other benefits in the form of Leave Travel concessions, Central Government Health Schemes, and pension benefits for self and dependents post retirement. There are certain other benefits in the government jobs in the form of Study Leave, Maternity Leave and Paternity Leave apart from the regular earned leave and commuted leave or child care leave for women. The entitlements like leave including earned leaves, half pay leave, study leave, maternity/paternity leave, provident fund, pension, travelling allowance, medical facilities, transfer grants allowances, leave travel concessions are regulated by specified rules. The minimum qualification required for any entry level post in the government jobs is matriculation or the equivalent qualification. There are certain posts for which the candidates should be graduates in specified discipline according to the requirement of the post. Recruitment for most of the posts across the three groups is open for the candidates who have passed graduation in any discipline. For the matriculation qualified individuals jobs of mainly Group C are open across the departments while for various Group B and C posts Intermediate or 10 + 2 qualification is required.
